The Agentic State is a vision paper that explores how Agentic AI systems will rewire the core functions of government — spanning public services, crisis management, governance, and procurement — and what technological, organisation and leadership changes are needed to enable this shift. The vision paper was launched at the Tallinn Digital Summit in October 2025 and it was presented at Miltton by one of the masterminds behind it, Luukas Ilves who is a former government CIO and undersecretary for digital transformation in Estonia.

It’s time to understand the power of digital development and the new business opportunities it offers. I predict that we are gradually moving from consumer-centric services to ecosystem services built on sustainable business models and value creation for multiple stakeholders.

Ecosystem services are based on a new kind of impact and metrics, creating well-being for the planet and people, as well as ethical economic prosperity.

On aika ymmärtää digitaalisen kehityksen mahti sekä sen tarjoamat uudet liiketoimintamahdollisuudet. Ennustan, että olemme siirtymässä vähitellen  kuluttajalähtöisistä palveluista ekosysteemipalveluihin, jotka pohjautuvat kestäviin liiketoimintamalleihin ja arvonluontiin useille sidosryhmille. Ekosysteemipalveluissa perustuvat uudenlaiseen vaikuttavuuteen ja mittareihin, joissa luodaan hyvinvointia planeetalle ja ihmisille sekä eettistä taloudellista vaurautta.
